Clara Mimoso

An undergraduate student in International Relations at PUC-Rio, Clara is committed to social causes and has a strong interest in the intersections between environmental racism and public health in the context of climate justice. She recently took part in the creation of PETCast, the podcast of IRI’s Tutorial Education Programme (PET), producing two episodes on the impact of climate change.





César Flores Unzaga

With over 15 years of experience in mining governance with a multidisciplinary approach, as well as taxation reform. I have worked with international cooperation agencies, NGOs, research centers, and government institutions across the Andean region, leading projects for organizations like Brot für die Welt and Transparency (Peru). My expertise spans sustainability, transparency and access to information, supply chains, local development, social conflicts, and fiscal and tax policy. A published author, I have co-authored seven notable works for CooperAcción, Oxfam, NRGI, and GIZ. With academic credentials in Economics, BA (Universidad del Pacífico) and Anthropology, MA (Pontificia Universidad Católica del Perú), I combine technical knowledge with a global perspective and strong communication skills. In 2023, I enhanced my expertise by completing the Executive Course on Oil, Gas, and Mining Governance in Emerging Markets at the Blavatnik School of Government (Oxford University). A regular participant in global forums and also bring experience in strategic dialogues with communities, governments and private sector representatives.  



Pedro Allemand

Post-doctoral researcher (PIPD) at the Institute of International Relations (IRI), PUC-Rio. PhD in International Relations, MA in International Political Economy from UFRJ, BA in International Relations from UFRJ. Specialist in International Political Economy, Climate Change, Development, Security and Arctic Geopolitics.



Marília Firmiano

Financier with a specialization in public policy evaluation. She recently worked as a researcher in Monitoring and Evaluation at FGV CLEAR. She was director of public management studies at the Institute of Research and Economic Strategy of Ceará (IPECE), helping to strengthen management for results in the state government. She took part in the Evidence Award Evaluation Committee (ENAP, FGV, IMDS) and founded CAPP/IPECE, a center dedicated to ex ante and ex post evaluation. She is an alumni and mentor of the Vetor Brasil Public Management Trainee Program, with a focus on adaptive leadership.


Ana Maria Bierrenbach

Vitória Cardoso

Graduated in International Relations from PUC-Rio with an emphasis on International Trade and Politics. She was a member of the International Relations Academic Center, where she primarily worked in the Communications Working Group, and was part of the IRI/PUC-Rio Communications Team as an intern.



Conor Foley

Dr. Conor Foley has worked on legal reform, human rights and protection issues in over thirty conflict zones for a variety of human rights and humanitarian agencies, including: UN DPKO, UN OHCHR, UNHCR, UN-Habitat and Amnesty International. He is the author of “The Protection of Civilians by UN Peacekeeping missions”, Cambridge University Press, September 2017, and “The Thin Blue Line: how humanitarianism went to war” (Verso: 2010). Other books include: “In Spite of You: Bolsonaro and the New Brazilian Resistance” (2019); “Protecting Brazilians against torture” (2013); “Another system is possible: reforming Brazilian justice” (2012); “Human Rights, Human Wrongs: The Alternative Report to the United Nations Human Rights Committee” (1995); and “Legion of the Rearguard: The IRA and the Modern Irish State” (1992). He obtained his PhD in International Law from the University of Essex and is a Visiting Fellow at its Human Rights Center.

 



Andrea Ribeiro Hoffmann

Andrea Ribeiro Hoffmann is an Adjunct Professor at the Institute of International Relations, Catholic University of Rio de Janeiro. She has been a Visiting Professor at the Free University of Berlin (2012-2015), the University of Erfurt (2010-2012) and the London School of Economics (2008-2010). She researches and publishes on legitimacy and democracy in international politics, international organizations, and regional integration in Latin America and Europe, among others.
