Shaping Cooperation for a World in Transition: The Global South and Global Governance Transformation

On November 6 and 7, 2025, the Instituto de Relações Internacionais at PUC-Rio, in partnership with the EU-funded ENSURED research project, will host a high-level seminar in Rio de Janeiro. This will be the first ENSURED event to take place outside Europe and in the Global South.

Held at a time of significant global realignment, the event will explore how multilateral institutions are responding to a shifting world order. In the aftermath of Donald Trump’s election and amid the evolution of a multipolar system, both the European Union and Brazil, with their long-standing commitments to multilateralism, face new questions about legitimacy, effectiveness, and global cooperation.

Over two days, scholars from the ENSURED consortium will join researchers from Brazil and across the Global South in a series of panels focused on five core themes: climate, trade, migration, health, and digitalisation. Discussions will be based on extensive ENSURED research findings and policy recommendations, with responses and perspectives from regional voices.

More than a dissemination event, the seminar is designed as a platform for inclusive dialogue and critical engagement. It reflects a shared belief that democratic, resilient, and effective multilateralism must be built through collaboration across regions and disciplines.
