César Flores Unzaga

With over 15 years of experience in mining governance with a multidisciplinary approach, as well as taxation reform. I have worked with international cooperation agencies, NGOs, research centers, and government institutions across the Andean region, leading projects for organizations like Brot für die Welt and Transparency (Peru). My expertise spans sustainability, transparency and access to information, supply chains, local development, social conflicts, and fiscal and tax policy. A published author, I have co-authored seven notable works for CooperAcción, Oxfam, NRGI, and GIZ. With academic credentials in Economics, BA (Universidad del Pacífico) and Anthropology, MA (Pontificia Universidad Católica del Perú), I combine technical knowledge with a global perspective and strong communication skills. In 2023, I enhanced my expertise by completing the Executive Course on Oil, Gas, and Mining Governance in Emerging Markets at the Blavatnik School of Government (Oxford University). A regular participant in global forums and also bring experience in strategic dialogues with communities, governments and private sector representatives.
