
The BPC researcher, Monica Herz, in partnership with Giancarlo Summa, produced the article titled The Labyrinth of Brazil: Between Regionalism, BRICS, and Human Rights, published in December 2024
The text analyzes Brazilian foreign policy and Latin America’s position in the global geopolitical landscape. In the first part, Lula reaffirms ties with Bolivia, highlights entry into Mercosur, and participation in the G20, while criticizing global power inequalities. The second part addresses the difficulties of regional integration in Latin America, with Brazil losing influence in the BRICS due to the rise of China and Russia, while trying to balance its relations between Western powers and BRICS+. In the third part, the article advocates for a policy of “active non-alignment” for Latin America, suggesting that the region should seek sustainable reindustrialization, reduce inequalities, strengthen autonomous regional institutions, and promote a fairer multilateral system committed to human rights and democracy.
