PRIME Hub, the Participatory and Intersectional Monitoring and Evaluation Hub of the BRICS Policy Center/PUC-Rio, has just released the policy brief “Participatory Evaluation: Who Evaluates?”
The publication discusses the importance of actively involving diverse stakeholders in policy, program, and project evaluation processes, especially in contexts of the Global South. Taking a decolonial approach that is sensitive to local dynamics, the text argues that participation goes beyond data collection, promoting methodological co-creation, active listening, and the empowerment of historically marginalized groups. The publication highlights the benefits of participatory evaluation, such as legitimacy, relevance, appropriation, and contextualization of results, and offers practical guidelines for mapping and engaging social actors, reinforcing evaluation as a democratic and transformative instrument.
