Luis Fernandes, current director of IRI/PUC-Rio, announced as MCTI executive secretary

Minister Luciana Santos announced on Wednesday (18) the appointment of Professor Luis Fernandes to the position of executive secretary of the Ministry of Science, Technology and Innovation (MCTI). The appointment will be published in the next few days in the Brazilian Federal Register. Luis Fernandes will also exercise, by delegation of the Minister, the function of President of the Board of Directors of the National Fund for Scientific and Technological Development (FNDCT).

Luis Manuel Rebelo Fernandes has a degree in International Relations from Georgetown University, and a master’s and doctorate in Political Science from the University Institute for Research of Rio de Janeiro – IUPERJ. He has a long academic career and management experience in the public sector, having been executive secretary of the Ministry of Science and Technology (from 2004 to 2007); President of Finep (from 2007 to 2011, and in 2015), scientific director of Carlos Chagas Filho Foundation for Research Support of the State of Rio de Janeiro – FAPERJ (from 1999 to 2002), member of the Technical and Scientific Council – CTC of CAPES (from 2018 to 2022), executive secretary of the Ministry of Sports (from 2012 to 2015); coordinator of the Executive Group of the 2014 World Cup (GECOPA) and the Executive Group of the 2016 Olympic Games (GEOLIMPÍPADAS).

He is the current Director of the Institute of International Relations (IRI) at the Pontifical Catholic University of Rio de Janeiro – PUC-Rio and professor at the Federal University of Rio de Janeiro – UFRJ.

From the academic point of view, he is dedicated to research on issues of Political Economy of International Relations, with emphasis on the challenges of innovation and development in the Knowledge Era.
