BPC on the seminar “BRICS Seminar on Governance and Cultural Exchange Forum”
Last Friday, on 03/31/23, Prof. Dr. Ana Elisa Saggioro Garcia participated in the BRICS Seminar on Governance and Cultural Exchange Forum, promoted by the Publicity Department of the Central Committee of the Chinese Communist Party and the China International Communications Group. The event had the purpose to discuss the strengthening of relations between the global South and encourage mutual development, through pragmatic cooperation and the enhancement of the BRICS structure.
In her speech, the director of the BRICS Policy Center addressed the dispersion of power in the international system between the 1990s and the 2020s. If in the first period the world power was divided mainly between the United States and the European Union, the second moment counted on the rise of BRICS countries, especially China. This change could be exemplified in three dimensions: in productive dynamism, with the growing participation of these countries in the international GDP; in the science and technology dimension, measured by the participation of these countries in internationally indexed publications and journals; and in the innovation dimension, measured by the deposit of patents in international offices. At the end of her speech, Ana Garcia proposed the strengthening of the BRICS not only in its economic sphere, but also in possibilities of cooperation in the fields of science, technology, education, transport, and the environment.
