The panel was made up of Flavie Boukhennoufa &#8211; Deputy Mayor of Rennes (France), Luis Newton &#8211; Mayor of Estrela (Portugal), Alexandre Almeida &#8211; Mayor of Paredes (Portugal), Nelly Patricia Ouassenan &#8211; Deputy Mayor of Cocody (Ivory Coast), Samuel Verdeja Ruiz &#8211; Mayor of Ocoyoacac (Mexico), Esm\u00eania Miranda &#8211; Deputy Mayor of S\u00e3o Lu\u00eds (Brazil) and K\u00e1tia Lima, General Coordinator for Planning and Participatory Budgeting at the Federal Government&#8217;s National Secretariat for Social Participation (Brazil).
