During the 2018 Beijing FOCAC Summit, there was a common speech, which emphasized the mutual benefits between the partners and the ambition to build a shared and prosperous future, especially in a context of increasing interdependence.<\/p>\n<p>China presents its development cooperation initiatives in Africa as being based on the <a href=\"http:\/\/en.people.cn\/n3\/2018\/0910\/c90000-9499002.html\">non-interference<\/a> principle. In this sense, the beneficiary countries\u2019 sovereignty over their domestic policies is respected. However, the <a href=\"http:\/\/www.xinhuanet.com\/english\/2018-09\/16\/c_137471312.htm\">steadily rise of Chinese investments and loan concessions to Africa<\/a> is carefully analyzed, from a critical perspective, by the African actors themselves. On the one hand, there is a perception among some African nations of China as a potential predatory lender, aiming to assure political influence in the continent and access to Africa\u2019s natural resources. On the other hand, the country is seen by other African leaders as a \u201ccreator of opportunities\u201d, being responsible, for example, <a href=\"http:\/\/en.people.cn\/n3\/2018\/0907\/c90000-9498444.html\">for creating approximately 900.000 local jobs on the African continent and to invest on the sustainable development agenda.<\/a><\/p>\n<p>Countries like South Africa perceive the Forum as <a href=\"http:\/\/www.igd.org.za\/jdownloads\/Global%20Dialogue\/Global%20DIalogue%20Special%20Edition%20FOCAC.pdf\">an opportunity to consolidate an strategic Africa-China relationship and as a way for African countries to foster the benefits from Sino-African cooperation<\/a>. In spite of the clear power asymmetry between China and African countries, FOCAC is considered a helpful platform to <a href=\"http:\/\/www.igd.org.za\/jdownloads\/Global%20Dialogue\/Global%20DIalogue%20Special%20Edition%20FOCAC.pdf\">\u201chelp structuring a more symmetrical engagement with China<\/a>\u201d. Analysts such as Philani Mthembu and Bob Wekesa <a href=\"http:\/\/www.igd.org.za\/jdownloads\/Global%20Dialogue\/Global%20DIalogue%20Special%20Edition%20FOCAC.pdf\">highlight the importance of developing an African strategy towards China.<\/a><\/p>\n<p>On the II FOCAC, in Johannesburg (2015), the Political China-Africa agenda, expressed in \u201c<a href=\"http:\/\/www.thethinker.co.za\/resources\/68%20xuejun.pdf\">Ten Key Cooperation Plans<\/a>\u201d was launched. From the actors\u2019 perspective, over the past three years, there has been progress in implementing the commitments made, with a series of Chinese-assisted infrastructure projects been completed, such as the <a href=\"http:\/\/english.gov.cn\/news\/international_exchanges\/2018\/05\/18\/content_281476151489702.htm\">Ethiopia-Djibouti railway and the Cote d\u2019Ivoire\u2019s Soubre hydropower plant.<\/a><\/p>\n<p>During the III FOCAC, representatives from China and Africa reaffirmed solidarity and engagement to overcome development challenges. The Chinese government proposed a new <a href=\"https:\/\/www.fmprc.gov.cn\/mfa_eng\/zxxx_662805\/t1593683.shtml\">Action Plan (2019-2021)<\/a>, including eight initiatives within which integration through the Belt and Road Initiative (BRI) has been highlighted. <a href=\"https:\/\/carnegietsinghua.org\/2018\/09\/04\/focac-and-bri-bring-reciprocal-benefit-for-china-and-africa-pub-77169\">FOCAC\u2019s multilateralism has been associated with the implementation of BRI\u2019s projects<\/a>. In this context, for the next few years an intensification of the continent\u2019s regional integration and an acceleration of the BRI\u2019s extension through Africa is expected.<\/p>\n<p>The intensification and deepening of political exchanges have been contributing to the building and consolidation of trust between the actors. The arguments of partnership, <a href=\"http:\/\/thebricspost.com\/xi-seeks-win-win-cooperation-with-africa\/#.W6vEXtdKjIX\">horizontality and mutual benefits<\/a> were particularly emphasized during the III FOCAC.
