What is \u201cMacao Forum\u201d?<\/h2>\n

[\/vc_column_text][vc_separator type=”normal” border_style=””][vc_empty_space][vc_column_text]The Forum for Economic and Trade Co-operation between China and Portuguese-Speaking Countries (MACAO)<\/a>, also named \u201cMacao Forum\u201d, was created in 2003. Defined as a multilateral and intergovernmental mechanism for cooperation, the creation of the Forum was stimulated by the Central Government of China, with the coordination of seven Portuguese-speaking countries (without S\u00e3o Tom\u00e9 and Pr\u00edncipe at first) and governmental collaboration of Macao \u2013 a Special Administrative Region of the People\u2019s Republic of China (SAR) (Forum Macao, n.d.<\/a>).[\/vc_column_text][vc_empty_space height=”64px”][\/vc_column][\/vc_row][vc_row row_type=”row” use_row_as_full_screen_section=”no” type=”full_width” text_align=”left” css_animation=””][vc_column][vc_column_text]<\/p>\n

Objective<\/h2>\n

[\/vc_column_text][vc_separator type=”normal” border_style=””][vc_empty_space][vc_column_text]The main objective of Forum Macao is to contribute to the development and strengthening of commercial and economic relations between China and its other members (Forum Macao, 2003<\/a>). Furthermore, mutual benefits and the Chinese, Macao and Portuguese-speaking countries internal development are also a part of the forum\u2019s goal (Xinhua Portugu\u00eas, 2016a<\/a>).[\/vc_column_text][vc_empty_space height=”64px”][\/vc_column][\/vc_row][vc_row row_type=”row” use_row_as_full_screen_section=”no” type=”full_width” text_align=”left” css_animation=””][vc_column][vc_column_text]<\/p>\n

Macao as a platform<\/h2>\n

[\/vc_column_text][vc_separator type=”normal” border_style=””][vc_empty_space][vc_column_text]Since Portuguese is one of its official languages, Macao is used by the Chinese government as a link to facilitate and consolidate the commercial and economic relations between China and the eight Portuguese-Speaking countries (Lee, 2016, p. 45<\/a>). In addition, it is also where the Permanent Secretariat of the Forum is located. \u00a0That linguistic and cultural bond with the Portuguese-Speaking countries is deriving from the Portuguese colonization of the Forum\u2019s platform for more than 400 years \u2013 The colonization of Macao lasted until 1999 (Macauhub, n.d.<\/a>).[\/vc_column_text][vc_empty_space height=”64px”][\/vc_column][\/vc_row][vc_row row_type=”row” use_row_as_full_screen_section=”no” type=”full_width” text_align=”left” css_animation=””][vc_column][vc_column_text]<\/p>\n

  • Angola, Brazil, Cape Verde, China, Guinea-Bissau, Mozambique, Portugal, S\u00e3o Tome and Pr\u00edncipe and East Timor (Forum Macao, n.d.<\/a>).<\/li>\n
  • S\u00e3o Tom\u00e9 and Pr\u00edncipe joined the Forum in 2017. Before that, the African country kept a diplomatic relation with Taiwan. Since 1997, China, which considers Taiwan as a Chinese province and defends the \u201cOne-China\u201d principle, did not have diplomatic relations with S\u00e3o Tom\u00e9 and Pr\u00edncipe. In 2013, a representative from the African state, under a minister position, was sent to a Forum\u2019s Ministerial Meeting for the first time to participate as an observer. However, the same Country was not represented at the 2016 Meeting (Observat\u00f3rio da L\u00edngua Portuguesa, 2016<\/a>).[1]<\/a><\/li>\n<\/ul>\n

    [1]<\/a> S\u00e3o Tom\u00e9 and Pr\u00edncipe cut diplomatic relations with Taiwan on December 20th<\/sup>, 2016. After that, China and the archipelago signed an agreement of reestablishment of their diplomatic relations (Macahub, 2017a<\/a>). The African Country has become a permanent forum member during the 12nd<\/sup> Ordinary Meeting of the Forum Macao\u2019s Permanent Secretariat on March, 2017 (Forum Macao, 2017a<\/a>).<\/p>\n

    Structure<\/h2>\n

    • The forum organizes Ministerial Conferences triennially in Macao since its creation (2003). The last conference, which theme was \u201cWorking toward Stronger Sino-Portuguese-speaking Countries\u2019 Trade and Economic Relations \u2013 Combining Efforts, Jointly Building a Platform, Sharing Fruits of Development<\/a>\u201d, occurred on October, 2016 (Xinhua Portugu\u00eas, 2016b<\/a>). Furthermore, based on investment and trade support measures, Strategic Plans for Economic and Trade Co-operation are defined at every meeting in order to establish targets and forms to the cooperation among the forum members (Forum Macao, n.d.<\/a>).<\/li>\n<\/ul>\n
