Subnational Observatory – State of Amazonas

The participation of subnational, private and state actors has made the international climate change regime a prototype of a polycentric governance model. In order to investigate the contribution of Brazilian federative units to polycentric climate governance, Plataforma Socioambiental launched the Observatory of Subnational Actors. We start our analysis by looking at the Amazonas state, the first Brazilian state to establish a State Policy on Climate Change, back in 2007. This study aims to understand who are the legislative actors dedicated to socio-environmental agendas and how the climate agenda has been addressed in the state of Amazonas from 2008 to 2019.
