DESCRIPTION:Prof. Monica Herz\, coordinator of the Global South Unit for Mediation (GSUM)\, participated in a meeting of the Academic Advisory Council on Mediation\, at the Université de Montréal\, on 30-31 January 2017. \nThe Academic Advisory Council on Mediation was established by the United Nations in November 2012\, with the objective of promoting exchanges between leading academics/institutions working on conflict prevention and mediation in different regions and the United Nations Department of Political Affairs (DPA). The steering committee of the Academic Advisory Council includes DPA’s Mediation Support Unit (MSU) and scholars such as Laurie Nathan\, William Zartman\, John Paul Lederach and Monica Herz. \nThe meeting was closed for invited participants.

SUMMARY:BRICS Policy Center's Colloquiums Will Approach the Environment and International Organizations
DESCRIPTION:The BRICS Policy Center will hold on the 14th November\, 2016\, two seminars (one after the other) with Mónica Ródriguez de Luna (University of Hamburg) and Melina Breitegger (University of Stellenbosch). Both the researchers are in the Center through the programme Power and Region in a Multipolar Order (PRIMO).  \nMónica Ródriguez will approach themes linked to the environment in “From Common but Differentiated Responsabilities to ‘Concentric Circles’: The Brazilian proposal to adress climate change in a world of unequal development”. Her speech will lead from the idea that countries share responsibilities in relation to the environment\, but that these responsibilities are differentiated according to the amount of pollutants the country emits. With this in mind\, Ródriguez will also approach the position of Brazil\, which proposes to distribute the effects of mitigation in “concentric circles”. This colloquium will be held at 03:00 p.m and the moderator of the seminar will be the Supervisor General of the BPC\, Paulo Esteves (IRI/PUC-Rio).  \nMelina Breitegger\, for her part\, will analyse in “Contested Terrain: South Africa’s and Brazil’s role in regional organization”\, the position of Brazil and South Africa in their respective meetings and how the presence of International Organisations offers the opportunity for them to engage in regional politics without being perceived as wanting to be hegemonic powers or bullies. Breitegger will use as an example the Union of South American Nations (UNASUL) and the African Union (UA). DESCRIPTION:The BRICS Policy Center\, represented by its General Supervisor\, prof. Paulo Esteves\, and by its researcher\, prof. Sérgio Veloso\, participates\, between December 07th and 8th\, 2016\, in the event “Os BRICS e a Política Externa Brasileira em Perspectiva. Um Balanço Crítico”. The event is co-organized by ActionAid Brasil\, Rede Brasileira de Integração dos Povos (REBRIP) and the Instituto Brasileiro de Análises Sociais e Econômicas (IBASE). \nThe main goal of the event is to analyze the 8th BRICS Summit\, held in Goa\, India\, as well as the debated held by civil society during the Civil BRICS Forum and the People´s Forum on BRICS. SUMMARY:The Future of Innovation Policy in Brazil: challenges and opportunities
DESCRIPTION:On April 16\, 2015\, reserach program Innovation and Governance of Development of the Center for Studies and Research of BRICS reached the colloquium “The Future of Innovation Policy in Brazil: Challenges and Opportunities”\, with professors José E. Cassiolato (IE / UFRJ) and Luís Manuel Fernandes (IRI / PUC-Rio and FINEP). The debate was moderated by Paula Cruz (IRI / PUC-Rio) and has covered the main topics of the current Brazilian innovation policy agenda. \nAfter brief considerations about the concept of innovation\, Prof. José Cassiolato evaluated that\, despite the efforts developed over the last decade\, the rate of innovation in the productive sector of public investments does not follow the significant increase in public investiments. \nHe highlighted some of the main critical points of Brazilian innovation policy\, among them the lack of investments in activities other than R & D\, especially activities related to the creation and training of human capacities; the lack of encouragement to consolidate relations among the various institutional actors of the Brazilian innovation system\, going beyond university-company interactions; and the absence of mechanisms that address the informal sectors of the economy. The professor compared the case of Brazil with other BRICS countries\, highlighting the fundamental role of the State in the organization and coordination of the various processes and actors involved in national innovation systems. \nIn turn\, Prof. Luis Fernandes presented a review of the results achieved by the Brazilian innovation policy over the last decade and the challenges that still need to be addressed. Comparing the case of Brazil with the other BRICS countries\, he emphasized the importance of legal and institutional instruments\, such as the Innovation Law and the economic subsidy mechanism\, highlighting positively the significant increase in government R & D investments\, as well as patents and publications of scientific articles in indexed journals. Nevertheless\, the president of FINEP acknowledged the weakness of the traditional indicatives and stressed the need to adopt a systemic view of innovation. In addition to this\, two other major challenges were emphasized: the need for long-term program continuity\, and state reform to make it more effective in promoting innovation. \nResearchers\, experts and representatives of government bodies from Brazil and abroad\, including the Finnish ambassador and the Consul of Norway in Brazil\, then had the opportunity to raise specific issues related to the topic of innovation\, closing the event with a rich debate on this strategic pillar of development policy in Brazil today. \nClick here to access Prof.’s presentation. DESCRIPTION:The researcher and coordinator of BRICS-Urbe\, Professor Sérgio Veloso\, attended the Conference “In favor of/For Equity and Socio-Environmental Justice on BRICS” during April 28-30\, 2014\, organized by the Brazilian Association of Non-Governmental Organizations (ABONG\, in Portuguese) and Brazilian Network for the Integration of Peoples (REBRIP\, in Portuguese). There were academics and representatives of the civil society of every BRICS country\, and the Secretary for International Affairs at the Ministry of Finance\, Mr. Carlos Cozendey. He presented the challenges that BRICS faces for the construction of a fair and less unequal world and the importance of civil society on that process. Professor Sérgio Veloso was beside Mr. Antonio Lisboa\, from the Unified Workers’ Central\, and Mr. Patrick Bond\, from the Centre for Civil Society\, at the panel “BRICS and its role on international geopolitics”. \nTo know futher\, access the program. \nDuring May 5-6\, BRICS-Urbe was represented at the Construction Industry of Santos and Region Forum (FICON\, in Portuguese)\, in Santos\, São Paulo.
