SUMMARY:Climate Financing\, Development\, Poverty and Inequality: Where are we and where are we going?
DESCRIPTION:On February 22nd\, 2017\, the BRICS Policy Center (BPC) held the workshop “Finanças Climáticas\, Desenvolvimento\, Pobreza e Desigualdade: Onde estamos e para onde vamos?”. The event was an initiative of the Socio Environmental Platform of BPC\, the Public Interest Management (GIP) and Development Initatives (DI) and had the participation of Rafael de Soler\, from the Brazilian Ministry of Foreign Affairs\, Mariela di Ciommo\, from DI\, Alice Amorim\, from GIP\, Paulo Esteves\, General Supervisor of BPC and Maureen Santos\, from the Socio Environmental Platform. \nDuring the presentations\, the participants highlighted themes such as the Brazilian contributions on the scope of climate negotiations\, the relation between poverty\, vulnerability and climate\, the role of climate financing on the reduction of poverty and the misbalance of investments destined to the areas of mitigation and adaptating \nAlice Amorim\, for example\, discussed how the “resources for climate financing generate positive externalities in other areas of development”\, while Rafael de Soler\, in the same line of argumentation\, pointed out for the necessity to invest in the operation of climate financing that\, according to Soler\, “reveals itself below the expectations of developing countries”. \nWhen talking about the human condition on the climate issue\, Mariela di Ciommo analyzed how poverty makes people “more vulnerable to the impacts of climate change”\, thus\, making a connection between social and environmental problems. Complementing this point\, Maureen Santos says that it is “important to shorten the gap between the institutional framework of climate financing and the local realities of affected communities”\, adding the reality of people affected to the process of searching for a solution. \nAt the end of presentations\, the participants answered questions from the audience – composed by scholars and representatives from civil society organizations – thus\, opening space for a broader debate on the role of climate finance in the search for promoting a more just and sustainable development.

DESCRIPTION:Between April 29 and May 1\, 2017\, in Lima\, Peru\, GSUM researchers will participate in the Annual Conference of the Latin American Studies Association (LASA)\, whose theme will be ‘Dialogues of Knowledge’. \nThe Global South Unit for Mediation (GSUM) will be represented at two panels at the LASA Annual Conference. One of them\, entitled ‘Concepts\, theories and practices in international peace mediation and peacebuilding’\, was organized by Prof. Maira Siman Gomes\, GSUM’s deputy coordinator. This panel aims to discuss the concepts and practices involved in the different stages of the conflict resolution process that imply a dynamic of inclusion/exclusion. The panel is constituted by the following papers: ‘Weapons and International Mediation’\, by Profª. Mônica Herz\, GSUM coordinator; ‘Beyond the gender talk? Gendering mediation and conflict resolution in Latin America’\, by Profª. Paula Drumond\, GSUM researcher; ‘The Peace process as ‘another place’: analyzing the encounter between the virtual/virtuous (negotiated) peace and the normalized political terrain’\, by Prof. Maira Siman Gomes\, Prof. Marta Fernandez\, from the Institute of International Relations (IRI/PUC-Rio)\, and Isa Mendes\, GSUM research assistant; and ‘The Gang Truce in El Salvador: Modern Practices in Time and Space’\, by Pedro Maia\, GSUM research assistant. \nThe panel ‘Regional Practices and Challenges in Conflict Resolution in Latin America’ that aims to discuss the contributions of the adoption of a Latin American point of view for conflict resolution\, will also count with the participation of the GSUM team. DESCRIPTION:On May 26th\, 2017\, the IV UNDP Seminar about the 2030 Agenda\, whose topic is “Partnership for Integration\, Innovation and Inclusion”\, will be held in Rio de Janeiro. \nThe event is organized by both the United Nations Development Programme Brasil (PNUD Brasil) and the Banco Nacional de Desenvolvimento (BNDES). \nThe event schedule is focused on mechanisms to foster multi-sectorial partnership\, as well as funding\, for indicators in order to assist and evaluate the impact of policies and actions aimed to sustainable development. \nWith a more practical and dialogic design\, the seminar will gather the partner institutions of both PNUD and BNDES considered as key for the discussion. Furthermore\, the seminar will debate in a very transversal way on the four pillars (people\, peace\, planet\, prosperity) of the new UNDP Country Programme from a people inclusion oriented approach; information\, technology and policy innovation; and integration of the multiple dimensions of actions for SDG and 2030 Agenda effective implementation in the country.

The seminar will present a discussion based in a homonymous paper that argues that while Chinese development interventions have highly diverse impacts in different geographical contexts\, they tend to strengthen the elites that are in power – whether in government or those supporting it from the outside. The extent to which Chinese policies contribute to strengthening state capacity depends on the incentives and visions that elites possess for strengthening state capacity. SUMMARY:The Economic Expansion of China and Its Impact on the Global Economy
DESCRIPTION:The BRICS Policy Center\, in partnership with the Consulate General of Japan in Rio de Janeiro\, invites to the seminar “The Economic Expansion of China and Its Impact on the Global Economy” . The lecture will be given by Professor Tomoo Marukawa\, from the University of Tokyo\, in Engish\, and there will be no simultaneous interpretation. Learn more on the facebook page for the seminar. \nThe current “trade war” waged by the United States against China can be regarded as a reaction to the rapid economic expansion and technological progress of China. Conventional visions on the global economy which regard China as one of the newly industrializing nations\, that depends on the advanced countries’ market\, should be changed. \nThen\, how should we regard the current global economy? This lecture points out that the current trade relationship between China and the other emerging economies resembles the “center-periphery structure” proposed by Raul Prebisch during the 1950s. The emerging economies are pushed towards further concentration on primary goods exports in their trade with China. In some cases\, they even suffer from severe economic turmoil that are affected by China’s economic fluctuations. \nChina’s status in international finance is also changing. While having the world’s largest reserve of foreign currency\, China’s outward investment is increasing rapidly. However\, in sharp contrast with China’s position in international finance\, the status of Renminbi in international transactions is still very low. \nThe “Belt and Road Initiative” can be regarded as a positive move by China to be engaged in the economic development of emerging economies\, which are becoming more and more dependent on trade relations with China. However\, China needs to elaborate its ways of explaining its motives of engagement and contributing to the development of emerging economies. In

SUMMARY:South-South Cooperation on Peace and Development
DESCRIPTION:To explore the synergies between the Sustainable Development Goals (SDGs)\, interlinked with the debate on the sustaining peace agenda and the strengthening of South-South Cooperation is a matter of great relevance in a moment of growing complex conflict and crisis. Those synergies\, however\, have been little systematized\, as research is still produced separately by peacebuilding\, security and development communities and actors (including UN actors). In this context\, the side-event aims at sharing knowledge about SSC on P&D\, discussing diagnosed opportunities\, emerging initiatives\, good practices and challenges.
