There were present at the Conference representatives of the Pereira Passos Institute\, representatives of the Military Police of the State of Rio de Janeiro\, researchers and interns of the BRICS Policy Center\, and undergraduate students of the International Relations Institute of PUC-Rio. SUMMARY:The Future of Innovation Policy in Brazil: challenges and opportunities
DESCRIPTION:On April 16\, 2015\, reserach program Innovation and Governance of Development of the Center for Studies and Research of BRICS reached the colloquium “The Future of Innovation Policy in Brazil: Challenges and Opportunities”\, with professors José E. Cassiolato (IE / UFRJ) and Luís Manuel Fernandes (IRI / PUC-Rio and FINEP). The debate was moderated by Paula Cruz (IRI / PUC-Rio) and has covered the main topics of the current Brazilian innovation policy agenda. \nAfter brief considerations about the concept of innovation\, Prof. José Cassiolato evaluated that\, despite the efforts developed over the last decade\, the rate of innovation in the productive sector of public investments does not follow the significant increase in public investiments. \nHe highlighted some of the main critical points of Brazilian innovation policy\, among them the lack of investments in activities other than R & D\, especially activities related to the creation and training of human capacities; the lack of encouragement to consolidate relations among the various institutional actors of the Brazilian innovation system\, going beyond university-company interactions; and the absence of mechanisms that address the informal sectors of the economy. The professor compared the case of Brazil with other BRICS countries\, highlighting the fundamental role of the State in the organization and coordination of the various processes and actors involved in national innovation systems. \nIn turn\, Prof. Luis Fernandes presented a review of the results achieved by the Brazilian innovation policy over the last decade and the challenges that still need to be addressed. Comparing the case of Brazil with the other BRICS countries\, he emphasized the importance of legal and institutional instruments\, such as the Innovation Law and the economic subsidy mechanism\, highlighting positively the significant increase in government R & D investments\, as well as patents and publications of scientific articles in indexed journals. Nevertheless\, the president of FINEP acknowledged the weakness of the traditional indicatives and stressed the need to adopt a systemic view of innovation. In addition to this\, two other major challenges were emphasized: the need for long-term program continuity\, and state reform to make it more effective in promoting innovation. \nResearchers\, experts and representatives of government bodies from Brazil and abroad\, including the Finnish ambassador and the Consul of Norway in Brazil\, then had the opportunity to raise specific issues related to the topic of innovation\, closing the event with a rich debate on this strategic pillar of development policy in Brazil today. \nClick here to access Prof.’s presentation. SUMMARY:BRICS Policy Center's Colloquiums Will Approach the Environment and International Organizations
DESCRIPTION:The BRICS Policy Center will hold on the 14th November\, 2016\, two seminars (one after the other) with Mónica Ródriguez de Luna (University of Hamburg) and Melina Breitegger (University of Stellenbosch). Both the researchers are in the Center through the programme Power and Region in a Multipolar Order (PRIMO).  \nMónica Ródriguez will approach themes linked to the environment in “From Common but Differentiated Responsabilities to ‘Concentric Circles’: The Brazilian proposal to adress climate change in a world of unequal development”. Her speech will lead from the idea that countries share responsibilities in relation to the environment\, but that these responsibilities are differentiated according to the amount of pollutants the country emits. With this in mind\, Ródriguez will also approach the position of Brazil\, which proposes to distribute the effects of mitigation in “concentric circles”. This colloquium will be held at 03:00 p.m and the moderator of the seminar will be the Supervisor General of the BPC\, Paulo Esteves (IRI/PUC-Rio).  \nMelina Breitegger\, for her part\, will analyse in “Contested Terrain: South Africa’s and Brazil’s role in regional organization”\, the position of Brazil and South Africa in their respective meetings and how the presence of International Organisations offers the opportunity for them to engage in regional politics without being perceived as wanting to be hegemonic powers or bullies. Breitegger will use as an example the Union of South American Nations (UNASUL) and the African Union (UA). SUMMARY:T20 Africa Conference: Building alliances for sustainable development
DESCRIPTION:Represented by its General Supervisor\, Prof. Paulo Esteves\, the BRICS Policy Center participated on the “T20 Africa Conference: Building alliances for sustainable development” that was held on February 01st and 02nd\, 2017\, in Johannesburg\, South Africa. \nThe event was co-organized by SAIIA\, the German Development Institute (DIE) and the Institute for the World Economy (IfW Kiel) and it had the support of the Global Economic Governance Africa (GEG Africa). The conference was an opportunity for university and think tank leaders\, policymakers from South Africa and Germany\, international and Africa organizations to discuss how Africa and the G20 can build alliances for the sustainable development.  \nAmongst the topics discussed there were: (i) infrastructure investment and industrialization; (ii) e-commerce and the digital economy; (iii) extractives\, taxes and illicit financial flows; (iv) agriculture\, food security and climate; (v) trade and investment; (vi) enabling social and political environments. \nProf. Paulo Esteves spoke on the “Agriculture\, Food Security and Climate Action” table\, in which the interests and opportunities in cooperation between Africa and the G20\, amongst other global initatives (such as G7/G8\, UE-Africa\, BRICS and others) were discussed. SUMMARY:Climate Financing\, Development\, Poverty and Inequality: Where are we and where are we going?
DESCRIPTION:On February 22nd\, 2017\, the BRICS Policy Center (BPC) held the workshop “Finanças Climáticas\, Desenvolvimento\, Pobreza e Desigualdade: Onde estamos e para onde vamos?”. The event was an initiative of the Socio Environmental Platform of BPC\, the Public Interest Management (GIP) and Development Initatives (DI) and had the participation of Rafael de Soler\, from the Brazilian Ministry of Foreign Affairs\, Mariela di Ciommo\, from DI\, Alice Amorim\, from GIP\, Paulo Esteves\, General Supervisor of BPC and Maureen Santos\, from the Socio Environmental Platform. \nDuring the presentations\, the participants highlighted themes such as the Brazilian contributions on the scope of climate negotiations\, the relation between poverty\, vulnerability and climate\, the role of climate financing on the reduction of poverty and the misbalance of investments destined to the areas of mitigation and adaptating \nAlice Amorim\, for example\, discussed how the “resources for climate financing generate positive externalities in other areas of development”\, while Rafael de Soler\, in the same line of argumentation\, pointed out for the necessity to invest in the operation of climate financing that\, according to Soler\, “reveals itself below the expectations of developing countries”. \nWhen talking about the human condition on the climate issue\, Mariela di Ciommo analyzed how poverty makes people “more vulnerable to the impacts of climate change”\, thus\, making a connection between social and environmental problems. Complementing this point\, Maureen Santos says that it is “important to shorten the gap between the institutional framework of climate financing and the local realities of affected communities”\, adding the reality of people affected to the process of searching for a solution. \nAt the end of presentations\, the participants answered questions from the audience – composed by scholars and representatives from civil society organizations – thus\, opening space for a broader debate on the role of climate finance in the search for promoting a more just and sustainable development.

DESCRIPTION:Between April 29 and May 1\, 2017\, in Lima\, Peru\, GSUM researchers will participate in the Annual Conference of the Latin American Studies Association (LASA)\, whose theme will be ‘Dialogues of Knowledge’. \nThe Global South Unit for Mediation (GSUM) will be represented at two panels at the LASA Annual Conference. This panel aims to discuss the concepts and practices involved in the different stages of the conflict resolution process that imply a dynamic of inclusion/exclusion. DESCRIPTION:The BRICS Policy Center and the Global South Unit for Mediation (GSUM) have the pleasure to invite you to the colloquium “Trabalhando como Observadora de um Processo de Paz” with Bia Albernaz\, Terrain Official of the United Nation’s Mission in Colombia\, alumni of the Institute of International Relations (IRI/PUC-Rio)\, with working experience in the humanitarian and development field in the Democratic Republic of Congo\, Kenia and South Sudan. \nBia Albernaz will share her personal experience in the field of conflict resolution\, including her engagement as a part of a new verification mechanism created by the United Nations to monitor the implementation of the peace process in Colombia. SUMMARY:Resolution 1325: Implementing the Women\, Peace and Security Agenda in Brazil
DESCRIPTION:On August 8th\, 2017\, at 4 p.m. the BRICS Policy Center will host the roundtable “A Resolução 1325: Implementando a Agenda de Mulheres\, Paz e Segurança no Brasil” (Resolution 1325: Implementing the Women\, Peace and Security Agenda in Brazil). The event is organized by the Global South Unit for Mediation (GSUM) with the support of Instituto Igarapé. The event aims at gathering together academia\, civil society and government to debate\, in a dynamic way\, the different perspectives on the implementation of Resolution 1325. \nThe roundtable will have the participation of: \n  \n– Andréa Gill\, Ph.D. in Political Science and Cultural\, Social and Political Thought (University of Victoria) and professor of the Institute of International Relations (IRI/PUC-Rio). \n– *Felix Würkert\, visiting fellow of GSUM\, research assistant at the Chair for Public Law of the Helmut-Schmidt-Universität \n– Pérola de Abreu Pereira\, speechwriter to the Brazilian Minister of Defense and advisor at the Minister’s cabinet\, a member of the Ministry of Defense’s Gender Commission. She holds a Master (2013) degree in International Relations\, both from the University of Brasília. \n– Renata Giannini\, Instituto Igarapé\, Ph.D. in international studies from the Old Dominion University  (Norfolk/United States). SUMMARY:Urban Violence and the Rights to the City
DESCRIPTION:The BRICS Policy Center (BPC) has the pleasure to invite for the seminar “Urban Violence and the Rights to the City”\, organized by its project\, BRICS-Urbe\, in a partnership with the Igarapé Institute\, to be held at BPC’s library* on August 28th\, 2017\, at 4 p.m. The event will have the participation of Andrea Varsori\, fellow at the BRICS-Urbe\, Jody-Ann Anderson\, fellow at Igarapé Institute\, and Sérgio Veloso\, coordinator of the BRICS-Urbe \nTo think of cities as spaces of rights and citizenship is to think of citizens actively participating in decion-making processes and having their basic conditions of life\, such as sanitation\, housing\, mobility\, and\, last but not least at all\, seurity\, fully guaranteed. There are no possible rights to the city when high rates of homicide and urban violence of any kind are the rules of everyday life.
